Moving Beyond Traditional Military Roles: Can the Afghanistan National Army be a Key Player in Development and Reconstruction?

In order to assess whether or not the ANA can be a key player in development and reconstruction, four key research questions are posed:

1. What are the needs in achieving development and reconstruction in Afghanistan?

2. Are there historical examples of military capabilities in meeting these needs, if so, what are they?

3. If there is a historical precedent, what conditions and characteristics allowed those nations to utilize the military for non-traditional purposes?

4. Does the situation in Afghanistan share any of these conditions or characteristics?
