Policies and Strategies for stimulating renewable energy and energy efficiency
In establishing a Sustainable Development Strategy for Hong Kong, the government is implementing a stakeholder engagement process, which represents a new strategy to involve the community on decision-making. The process discusses three priority areas, one of which is renewable energy. The consultation document was released in July 2004, setting out the data for the present situation; outlining the relevant pros and cons; and suggesting possible options for the long-term. This dissertation evaluates the stakeholder engagement process, on the (1) purpose of the consultation; (2) framing of all options and allowable outcomes; (3) extent of sector and stakeholder involvement; (4) timing and time period of the process and (5) effectiveness of the consultation on influencing government policies. The findings of this project aim to provide insights to the government on implementing subsequent stakeholder engagement processes, as well as recommendations, on developing a comprehensive strategy for promoting renewable energy and energy efficiency for Hong Kong. |
